Pc Stuck On Lock Screen

Since reboot, I'm stuck on the Windows 10 lock/welcome screen with time/date stamp.

The only answers I am able to find are press the space bar, try adding (another) wired keyboard and mouse, the mouse and keyboard may not be working, and there seems to be an issue with the drivers.
When I press the space bar, the screen remains except it looks like it's rolling upward. It doesn't open any window. If I press any other key, same thing.
I can see that the wireless mouse and wired keyboard are working. The cursor appears on the screen and can be moved. I can literally drag the time and date from the bottom of the screen to the top but it doesnt open the screen. When I press certain keys on the keyboard the corresponding lights to reflect that they've been pressed are on. This suggests that there's no point to add another keyboard and mouse. The keyboard and mouse appear to be working fine.

If the cause of the stuck on time/date lock screen is the drivers, I don't know what to try. I can't find the Windows 10 installation disc if I ever had one (the Dell PC arrived preinstalled with Win Pro on it).

There isn't another computer there for me to download any Windows files or media installation or USB.

I'm working on an iPhone for now.

I have a few flash drives there but only the desktop

stuck on the time date lock screen.

I'm extremely reluctant to reboot because Ive experienced issues post update in which the pc was stuck in boot loop. That's even worse than being stuck under the lock screen.

I've also had Win 10 stuck in boot loop when rebooting from the time date lock screen!

Any ideas on how to get past the welcome screen to the home page?

The last time I called MS support, I received a level 1 tech who suggested using F8 to access safe mode (when we know that F8 doesnt even work to access safe mode under Win 10!) and a ton of manual reboots and unplugsthat placed a ton of unnecessary wear on the drive to no avail. I require advanced support but don't know how to reach them.

I just called MS Support but the Level 1 tech had no tips other than to try rebooting. I explained why being stuck in boot loops overnight for days at a time (and being unable to schedule hours with a local tech right now to reinstall) doesnt make risking a reboot make sense. The tech said a Level 2 tech could call back tomorrow. Unfortunately, I dont know if I will be able to be there, and I honestly dont want to wait until tomorrow evenjng or later to revisit this issue. I'd like to fix it now. Geez.

Maybe, someone here has the answer?
I'd like to avoid a reboot until I'm able to schedule a tech to handle a full reinstall. I've experienced too many issues with Win 10 updates getting stuck in boot loop mode which is even worse than being at the welcome screen.
